ORDINANCE NO # I I-14-2012


The Town Board of the Town of Clinton, Vernon County, Wisconsin, in order to promote the public health, safety, general welfare and good order in the Town of Clinton and for its inhabitants, pursuant to powers inherent to it as a Town and granted to it by the electors of the Town under the provisions of Section 60.10 and Section 60.22(3) of the Wis. Stats. does ordain as follows:

Section 1

All structures, including occasional-use trailers, within the Town of Clinton require a fire sign to provide for quick access by emergency services organizations.

Section 2

Applications for fire signs shall be made to the Town Clerk on forms furnished by the Town. All fire sign fees required under this ordinance shall be established, from time to time, by Town Board resolution.

Section 3

  1. All fire signs and posts shall remain the property of the Town of Clinton. The Town, Board or its designee will be responsible for assigning fire numbers and installing new or replacement fire signs.
  1. The address sign unit shall consist of a sign blade, which is mounted on a signpost with associated hardware. The sign blade shall have the town name, address number and road name enumerated on both sides. The sign plate, post, and hardware shall meet the minimum specifications of this section.




  1. New sign blades shall have a red background with white copy. Numbers, letters and the background of the sign blade shall be fully reflective. Address numbers shall not be less than four inches in height. The town and road names shall not be less than one inch in height.
  2. Sign frames shall be manufactured of a 20 X 8 inch aluminum sign with holes to accommodate two attachment bolts.
  3. Sign posts shall be six and one-half feet in height, one and one-half pounds per foot and either painted green enamel, powder coated or galvanized U-channel in order to allow for two-sided viewing. A minimum of 30 holes shall be on each post with diameters of ⅜" to ½" beginning on center at one inch from the top of the post.
  4. Attachment bolts shall consist of two 5/16“ X 1 1/2" threaded hex bolts and two 5/16" hex nuts.
  1. The town, or the town's designee, shall be responsible for the physical placement of the address sign.
  2. New address sign blades shall be installed so that the blade is perpendicular to the roadway. The sign blade shall be installed within five to 15 feet from the roadway and within five to ten feet from the driveway serving the addressed property.
  3. The sign blade shall be installed within four to five feet from ground level. The sign unit shall be clearly visible from the roadway with no obstructions.
  4. The property owner shall be responsible for maintaining unobstructed visibility and general maintenance of the address sign. (Section 5)
  5. The property owner shall be responsible for notifying the town of any damaged, missing or deteriorated address signs.
  6. Fire signs will be double-sided, perpendicular to the road. Once a sign has been installed, it shall not be removed except by a Town official. Diggers hotline shall be contacted before installation of any address sign.

Section 4

The Town Board or its designee will be responsible for notifying appropriate emergency services organizations when signs are installed. Such organizations include the Vernon County 911 Coordinator and the Village. The Town Board or its designee will maintain the Town fire number map and provide updated copies to emergency services organizations on a regular basis. A current copy of the Town fire number map will be posted and maintained in the Town Hall.

Section 5

  1. Property owners shall be responsible for the following:
  1. Maintaining the area around fire signs so that shrubbery, trees, brush, weeds, or other items do not obscure the visibility of the tire sign.
  2. Ensuring signs remain free of dirt or snow.
  3. Ensuring that nothing is attached to the fire sign post other than the fire sign.
  4. Notifying a Town official when a sign is missing or damaged beyond repair. Such notification shall be within forty-eight (48) hours of the occurrence.

The Town of Clinton will be responsible for the cost of replacing or repairing fire signs which show signs of normal wear. Property owners who remove, alter or otherwise damage fire signs beyond normal wear shall be responsible for cost of replacement or repair.

Section 6

Any person, firm, or corporation who violates, disobeys, neglects, omits or refuses to comply with this ordinance or who resists the enforcement of any of its provisions, or who moves, removes or tampers with any fire sign or fire sign post shall, upon conviction, forfeit not less than $75.00 nor more than $250.00 together with the cost of prosecution and, in default of payment of such forfeiture and cost of prosecution, shall be imprisoned in the County Jail of Vernon County until said forfeiture and costs are paid not-to-exceed 30 days for each violation. Each day that a violation continues to exist shall constitute a separate offense.

Section 6

Should any section, clause or provision of this ordinance be declared by the Court to be invalid, the same shall not affect the validity of the ordinance as a whole or any part thereof other than the part so declared to be invalid.

Section 7

All ordinances or parts of ordinances in conflict with any of the provisions of this ordinance are hereby repealed.

Section 8

This ordinance shall be in force and effect from and after its passage and

publication as provided by law.
