Meeting called to order by Chairman Leis at 7:00pm:
Pledge of Allegiance:
Roll Call:

Financial Report and Bills:
- M/S/P: Von Ruden/Stock moved to approve the Financial Report. (3 ayes)
- M/S/P: Stock/Von Ruden moved to approve the 12.14.23 transfer of $100,000.00 from Savings to Checking. (3 ayes)
- M/S/P Von Ruden/Stock to pay the bills. (3 ayes)
Approve Minutes:
- M/S/P: Von Ruden/Stock moved to approve the 11.8.23 Board Meeting Minutes as written and as published as a draft on the website. (3 ayes)
- M/S/P: Von Ruden/Stock moved to approve the 11.30.23 Budget Hearing Minutes as written and as published as a draft on the website. (3 ayes)
- M/S/P: Von Ruden/Stock moved to approve the 11.30.23 Elector’s Meeting Minutes as written and as published as a draft on the website. (3 ayes)
Public Comment:
MOU between Vernon County and Town of Clinton for Voter Registration:
- M/S/P: Von Ruden/Stock to sign the Memorandum of Understanding as received from Vernon County stating that they will enter and maintain the Town of Clinton Voter Registration in the Statewide Voter Registration System for 2024 at a cost of $350.00. (3 ayes)
Approve Poll Workers:
- M/S/P: Stock/Von Ruden to approve the Poll Workers for 2024-2025. (3 ayes)
Renew Workers Compensation Insurance Policy:
- M/S/P: Stock/Von Ruden to approve the Workers Comp renewal from Rural Mutual for $2,471.00. (3 ayes)
State Retirement Plan:
- No action.
Mlsna Dam Removal Public Notice:
- Town Clerk received a Public Notice from the Vernon County Land and Water Conservation Department stating they were move forward with the Mlsna dam removal. Notice read at meeting; Notice will be posted on the website also.
New Town Hall Heater:
- Town Hall heater didn’t light at last meeting. Lind’s Home Center came to look at it, they found many new parts were needed ($900+) to make it safe and usable. A new heater would be approximately $2200.
- Discussion- makes most sense to put in new unit that is safe and suitable for the Town Hall.
- Doug Ewing will provide a quote for a new furnace.
- Will discuss at future meeting, with quote.
Tree Trimming Service:
- No action as mower purchase was approved at 11.8.23 meeting and hiring a service won’t be necessary in the future.
Adopt 2024 Budget:
- Changes:
- Levy amount changed as the Debt Service Levy didn’t pass.
- Increased Budgetary Line Credit since the Levy amount increased.
- New Mower not listed in the ending 2024 debt as it’s not a debt incurred (yet). Once the mower is actually purchased and a note is signed, the Budget can be amended to add the proper, known balance.
- M/S/P: Von Ruden/Stock to adopt the 2024 Budget as presented. (3 ayes)
Site Permit Ordinance Review:
- No action
Next Meeting: Wednesday, January 10 at 7pm, with Closed Session at 6:15pm
