November 13, 2024

7:00 pm at the Town Hall, S1299 County Road D

Board Minutes

Meeting called to order by Chairman Leis at 7:00pm:

Pledge of Allegiance:

Roll Call:

  • Chairman Corey Leis, Supervisor #1 Darin Von Ruden, Supervisor #2 Bill Stock, Town Treasurer Jan Clark, Town Clerk Lori Hemmersbach

Financial Report and Bills:

  • M/S/P: Von Ruden/Stock moved to approve the Financial Report. (3 ayes)
  • M/S/P: Stock/Von Ruden moved to approve the 11/14/24 transfer of $75,600.00 from Savings to Checking. (3 ayes)
  • M/S/P: Stock/Von Ruden moved to approve the 11/14/24 transfer of $21,000.00 from Amish Savings to Checking. (3 ayes)
  • M/S/P: Von Ruden/Stock moved to approve the transfer of $134,400.00 from Savings to Checking after Shared Revenue is received. (3 ayes)
  • M/S/P Von Ruden/Stock to pay the bills, holding Scott’s until after Shared Revenue is received. (3 ayes)

Approve Minutes:

  • M/S/P: Von Ruden/Stock moved to approve the 10.9.24 Board Meeting Minutes. (3 ayes)
  • M/S/P: Stock/Von Ruden moved to approve the 10.29.24 Special Board Meeting Minutes.        (3 ayes)

Public Comment:

2024 Road Projects:

  • Mower update: has supposedly arrived at dealer. They will pick up our tractor.
  • Red truck seat needs replacing- bottom pad is bad. Will look into how to fix it.
  • Red truck plow- center pivot needs work.

2025 Budget Planning:

  • No action

Winter Driveway Plowing:

  • Load of screenings $150.00, ½ load $75.00
  • Driveway plowing for disabled/elderly- rate depends on driveway length and if sanding.
  • M/S/P: Von Ruden/Stock moved to keep the same rates for snow plow and screenings. (3 ayes)

Driftless Humane Society Contract :

  • Animal Care Provider Agreement: the Town pays an initial fee of $250.00, due January 2025, and an additional fee of $200 per dog brought to DHS that is considered ‘unclaimed.’ The Town is not billed for animals reclaimed by their owners during the 4-day reclaim period.
  • M/S/P: Stock/Von Ruden to accept and sign the Animal Care Provider Agreement. (3 ayes)

Budget Hearing & Elector’s Meeting:

  • November 20th, 6pm: Budget Hearing, Elector’s Meeting to follow immediately after.

Public Comment:

  • Resident Tamsen Morgan asked about the town not being able to refuse to pay the debt service levy that was in the October minutes. Clerk Hemmersbach explained that she had spoken to Attorney Carlson from the Wisconsin Towns Association and she stated that since the debt had been incurred the Town was liable and couldn’t vote down the debt service levy.
  • Resident Lori Schmitz asked about where the debt service went. She also wanted to know why the Town couldn’t stay in its budget. Chairman Leis explained that the Town did stay within the 2024 Budget, that we are actually under Budget. Discussion ensued as to budget vs living within means, also, roads done. Schmitz commented she didn’t want or ask for her road to be done and that she would have preferred it not be.
  • Treasurer Clark asked about the debt mentioned and was concerned we blame the people, that we need to live within the budget. She also mentioned a comment Lonnie made in his paper and read from the WTA magazine.
