February 12, 2025

7:00 pm at the Town Hall, S1299 County Road D

Board Minutes

Meeting called to order by Chairman Leis at 7:00pm:

Pledge of Allegiance:

Roll Call:

  • Chairman Corey Leis, Supervisor #1 Darin Von Ruden, Supervisor #2 Bill Stock, Town, Town Treasurer Jan Clark, Town Clerk Lori Hemmersbach

Financial Report and Bills:

  • M/S/P: Stock/Von Ruden moved to approve the Financial Report. (3 ayes)
  • M/S/P: Leis/Von Ruden moved to approve the 2/13/25 transfer of $28,600.00 from Tax Collection Savings to Checking. (3 ayes)
  • M/S/P: Leis/Von Ruden moved to approve the transfer of $466,242.47 from Tax Collection Savings to Checking after Tax Settlement. (3 ayes)
  • M/S/P: Leis/Stock moved to approve the transfer of $125,266.40 from Tax Collection Savings to Regular Savings after Tax Settlement. (3 ayes)
  • M/S/P Von Ruden/Stock to pay the bills. (3 ayes)

Approve Minutes:

  • M/S/P: Von Ruden/Stock moved to approve the 1.8.25 Board Meeting Minutes. (3 ayes)
  • M/S/P: Von Ruden/Stock moved to approve the 1.11.25 Town Caucus Minutes. (3 ayes)

Public Comment:

  • Chairman Leis reported that Town Resident John Chapiewsky paid a total of $1,500.00 for 3 plots in the Clinton Ridge Cemetery. Said plots are number 55, 56, and 57.

Debt Planning Committee Guidelines:

  • Presented to the Board in paper format by Chairman Leis. Read over by each member.
  • M/S/P: Stock/Von Ruden to accept the 10 Year Rolling Debt Repayment Committee Operating Guidelines as presented. (3 ayes)
  • Town residents interested in committee will talk with Board Members in closed session before next board meeting. Decision on committee members will be at next meeting.
  • Interested currently: Joyce Smalley, Fred Brandt, Tammy Litsey, Donnelle Grodahl

Mower Update:

  • Mower done, no payment due until Rep comes and does a training with Town Patrolmen.
  • Hillsboro bank will send loan paperwork for next meeting.

Update 10-year Plan:

  • Change #2 to: Pay increases for one (1) Town Patrolman to be minimum of Cost of Living increase, reviewed yearly. Change #3 to: $20,000 for Evenstad bridge. Change #4 to: $20,000 for Bloomingdale bridge. Change #5 to: $1.8 million, $30,000 per mile. Change #6 to: $50,000, $5,000 per year. Change #7 add: 2010 red truck. Change #9 to: $37,371 per year for 10 years for financing. Strike #10 and #11: completed. #12 becomes #10, change: $20,500 one-time payment. Add new #11: to consider #20,000/year for 10 years for upgrades to Cashton Fire Building.

Community Grant Opportunity:

  • Opening soon.

New Plow Truck Accessories:

  • M/S/P: Stock/Von Ruden to accept the Universal quote for $137,512 for new plow truck accessories including 11’ foot box. (3 ayes)

Advertise Rock and Seal Coat Bids:

  • Will open at next meeting.
  • Corey will email ad particulars to Lonnie.

Town Association BOR Training:

  • Have to wait until after April election.

Public Comment:

  • Lonnie from the Episcope mentioned he had a call from someone concerned about the junk in Bloomingdale, He explained to the caller that it’s not a county issue, but a town one. Discussion ensued as to the difficulties of getting action.
  • Town Resident Fred Brandt asked about plan to replace other town truck in the 10 Year Plan revisions. Discussion ensued. Added the 2010 truck replacement to the plan.

Next Meeting Regular Board Meeting: Thursday, March 13 12 at 7pm; Closed Session at 6:30pm
