Board Minutes
Meeting called to order by Chairman Von Ruden at 6:37pm
- M/S/P: Von Ruden/Giles to move to closed session to interview candidates for Debt repayment committee. (2 ayes)
- M/S/P: Von Ruden/Giles moved to adjourn closed session at 6:50pm. (3 ayes)

Roll Call:

Financial Report and Bills:
- M/S/P: Giles/Chapiewsky moved to approve the Financial Report. (3 ayes)
- M/S/P: Giles/Chapiewsky moved to approve the 5.15.25 transfer of $25,000 from Savings to Checking. (3 ayes)
- M/S/P: Chapiewsky/Giles moved to approve the following budget adjustments. (3 ayes)
- Fire Protection Specialists increase to $290.00 (from $200.00)
Bridge work and Inspection Fees increase to $20,000.00 (from $4000)
Equipment Rent and Purchase (loader) decrease to $15,595 (from $15,689.82)
Fica and Medicare- employer portion-board decrease to $612 (from $1,400)
Dog count exp (mileage+fee)- decrease to $0 (from $450)
Election- salaries- decrease to $987 (from $1,200)
Election-supplies and notices- decrease to $0 (from $50)
Legal exp, fines, and fees- increase to $140.00 (from $120)
Increases budgetary line of credit to $120,325.72 (from 105,811.54) - M/S/P Chapiewsky/Giles to pay the bills. (3 ayes)
Approve Minutes:
- M/S/P: Von Ruden/Chapiewsky moved to approve the 4.9.24 Board Meeting Minutes as presented. (3 ayes)
Public Comment:
- Town Resident Wayne Leis wondered why we hire someone to send our tax bills when the Treasurer did it before? Treasurer Clark said it was because some years we were late with the budget hearing which made it difficult to get them out in time. Budget hearing needs to be done in the first part of November to have plenty of time to get them out. Tax bills have to be to people by December 15. Previously Count printed, don’t anymore. Current company prints, stuffs, and sends for about $750-1000.
- Patrolman Scot Sanders asked if we knew where land owners have to go though to put a damn in? Not sure, tell them to start with the DNR.
- Town Resident Sandy Schweiger asked why stop signs have road signs on them and tiger signs had signs on them? Patrolman Sanders not aware of any that do, will check out where Sandy said. She also asked what the criteria for debt committee is, why in closed session. Chairman Von Ruden said a criteria list was setout previously and it’s done in closed session to protect any confidential person candidate information. Sandy also questioned why the resolution being presented only was for the Treasurer’s absence. Chairman Von Ruden stated it was to make sure checks can be signed and that the bills get paid in time. He said there are procedures for everyone else’s absence.
- Town Resident Lori Schmitz asked who LM Creative Marketing and Bernadot Studios are? Clerk Hemmersbach explained LM Creative Marketing does our website layout and Bernadot Studios hosts the website.
- Town Resident Dolores Ewing said she was told the election wasn’t on the website and wanted to know why? Clerk Hemmersbach, and Fred Brandt, both replied that it was on the website. Treasurer Clark questioned why sample ballots weren’t posted. The Clerk replied they aren’t because pdf versions are not provided by the County and the paper sample ballots were posted in the box at the Town Hall.
2025 Road Projects:
- April 16 was the road tour with 7 attendees
- M/S/P: Chapiewsky/Giles moved to approved the following Road Projects. (3 ayes)
- Short Cut Rd from County D to Dell Rd, 4,638’x24’, single seal hard surface $27,444
- Dell Rd from Short Cut to Irish Rdg, 5,172’x24’, single seal hard surface, $30,604
- Dell Rd for Irish Rdg to County D, 5,389’x24’, single seal hard surface, $31,888
- Dell Rd from Parker Rd to County P, 9,085’x20’ minus what was done last year, single seal hard surface, need revised total, currently $53,329 (Chairman Von Ruden will contact Scott’s for revised quote)
- Patrolman Sanders mentioned gravel is badly needed on Miller Road, mud is coming up. Also Lovstad is pulling up breaker run. Last year 40 loads of gravel on Pa’s, now just fines, all was ground up. Scot said that he was told that Clockmaker’s got rejected on gravel by cement plants, product not to grade. We can use Gerke’s also but quarries low on breaker and gravel. We want the better gravel so he will check with Gerke. Goplin road also needs gravel.
New Mower-rental attachment for grinding:
- Not needed at this time. More mowing down debris will get chewed up.
Town Truck Replacement:
- DeBauche called, chassis is on the way
- Current truck trade-in is $40,000. Talked to some townships, no interest in it. Might be best to do trade-in as we get to use until our new truck is completed.
- Financing for new truck- will probably need in June. Chairman Von Ruden will check with Farmers State Banke, Bank of Cashton, WCCU.
Community Grant Opportunity:
- Payment received for doors.
- Awarded grant for cement approaches/aprons. Grant is use or lose. B & W quote $19,760.
- M/S/P: Giles/Chapiewsky moved to accept grant and do concrete approaches by B&W Concrete, unless they can’t do it on our timeline. (3 ayes)
Big Hook Garbage Renewal/GFL:
- Contract through 2029 with a 4% increase.
- Calling GFL, MDS
- Have to watch GFL as they charge for recyclables, fuel, and admin.
- No action
Resolution to appoint signed in Treasurer’s absence:
- M/S/P: Chapiewsky/Giles moved to sign Resolution 2025-2 to appoint Joe Giles to sign checks in absence of signer. (3 ayes)

- Board must be present at Board of Review
Public Comment:
- Town Resident Lori Schmitz asked if the Resolution for Joe to sign was only for the Treasurer or if it was for the Chairman and Clerk also. Yes it is a blanket and covers all.
- Town Resident Fred Brandt read statement he prepared about the website and all the work he has done on it and with it the past 3 years. He is asking to be compensated, retroactive January 1, for $100/month for his time in keeping the website up to date. This will be added to next month’s agenda.
- Town Resident John LaDue wanted to know the Board’s position on the motion made at the Annual Meeting as to amending the budget per the statues. Chairman Von Ruden stated we already did tonight and that, yes, we will amend the budget to follow the statue.
- Town Resident Tamsen Morgan asked if the budget will need to be amended for the cement approaches. Chairman Von Ruden said yes it will. She also thought it would be a good idea to let Knapp Valley Road residents know their road isn’t being done by a letter or drop in visit.
