Town of Clinton Board Meeting
July 9, 2025
7:00 pm at the Town Hall, S1299 County Road D
Board Minutes
Meeting called to order by Chairman Von Ruden at 7:04pm
Pledge of Allegiance:
Roll Call:
- Chairman Darin Von Ruden, Supervisor #1 Joe Giles, Supervisor #2 John Chapiewsky, Town Treasurer Jan Clark, Town Clerk Lori Hemmersbach.
Financial Report and Bills:
- M/S/P: Chapiewsky/Giles moved to approve the Financial Report. (3 ayes)
- M/S/P: Chapiewsky/Giles moved to pay the bills holding Jason Fortney Trucking payment until 7/28. (3 ayes)
- M/S/P: Chapiewsky/Giles moved to approve the transfer from Savings to Checking of $39,000. (3 ayes)
- M/S/P Chapiewsky/Giles moved to approve the transfer from Savings to Checking of $7,000 after 7/28 when Shared Revenue is received. (3 ayes)
- M/S/P Chapiewsky/Giles moved to pay the bills. (3 ayes)
- M/S/P Chapiewsky/Giles to amend the budget and add the plow truck purchase of $118,710 to expenses and the loan revenue of $118,000 to revenues. (3 ayes)
- M/S/P Chapiewsky/Giles to amend the budget and increase Culverts, Bands, Guard Rail to $7,000. (3 ayes) More culverts are being sold to residents hence the increase.
- M/S/P Chapiewsky/Giles to amend the budget and increase Dues and Fees to $1,340.00. (3 ayes)
- M/S/P Chapiewsky/Giles to amend the budget and increase the Budgetary Line Credit to $123,565.72. (3 ayes)
Approve Minutes:
- M/S/P: Von Ruden/Chapiewsky moved to approve the 6.16.25 Board Meeting Minutes with 1 spelling correction. (3 ayes)
Public Comment:
- Town Resident Tamsen Morgan asked that we make sure to add the increase in culverts in the budget is because more residents are purchasing them.
- Refuse in Bloomingdale- Joe is not sure if we have Village Powers, he talked with John LaDue who told him to talk to Jerry Pedretti as he would know. (Jerry is the County Clerk).
2025 Road Projects:
- Working on edging, ditching, and mowing. New mower is working very well
- Mast Road needs gravel
- Evenstad Bridge is completed. They went further out with the 2” matt since it’s a lighter traffic road.
Shop Cement Replacement:
- 3-4 weeks out.
Town Website:
- Supervisor Giles suggested the Clerk do it.
- M/S/P: Chapiewsky/Giles the Town pay Fred Brandt for 2 months of website work at $100/month to train the Clerk. (3 ayes)
New Plow Truck Financing:
- Chairman Von Ruden has the loan papers with and they will be signed at this meeting.
Debt Repayment Committee:
- Report from Committee with handouts.
- Not a lot of flexibility in the budget for expenses except for roads. Doing 4.62 miles this year. Try to reduce the roads, if possible, in the next 5-10 years.
- Good to have numbers and explanations. Some items can’t be cut-not our choice, they are above and beyond our operating budget- i.e. new fire truck.
- Tamsen Morgan went over roads and future costs.
- Fred Brandt discussed the 10-year bank financing spreadsheet and monthly cash flow analysis.
- Joyce Smalley covered the document explanations.
- All had relevant opinions based on their work so far with the committee.
Initial Discussion for Town Budget:
- Supervisor Giles commented that WTA has upcoming education on WISLR that he is going to attend.
Refuse on Bloomingdale Property:
- No action.
Public Comment:
- Patrolman Sanders mentioned the Red Truck is having a plow issue. Needs to go to Universal for an estimate. Okay with Board to do so.
- WTA Summer Meeting/Picnic- July 24 at Kickapoo Reserve 6pm
- Cashton Fire Department Picnic- July 23 at the Community Hall
Next Meeting Regular Board Meeting: Wednesday, August 20 at 7pm
