Town of Clinton Board Meeting
June 16, 2025
7:00 pm at the Town Hall, S1299 County Road D
Board Minutes
Meeting called to order by Chairman Von Ruden at 7:00pm
Pledge of Allegiance:
Roll Call:
- Chairman Darin Von Ruden, Supervisor #1 Joe Giles, Supervisor #2 John Chapiewsky, Town Treasurer Jan Clark, Town Clerk Lori Hemmersbach.
Added Debt Repayment Committee to agenda.
Moment of Silence for Minnesota Public Officials Tragedy
Financial Report and Bills:
- M/S/P: Giles/Chapiewsky moved to approve the Financial Report. (3 ayes)
- M/S/P: Chapiewsky/Giles moved to pay the bills holding Mathy and Gerke payments until 7/7. (3 ayes)
- M/S/P: Chapiewsky/Giles moved to approve the transfer from Savings to Checking of $15,500. (3 ayes)
- M/S/P Chapiewsky/Giles moved to approve the advance of $4,400 from the Line of Credit to deposit in Checking. (3 ayes)
Approve Minutes:
- M/S/P: Von Ruden/Chapiewsky moved to approve the 4.9.24 Board Meeting Minutes with 1 spelling correction. (3 ayes)
Public Comment:
- Supervisor Giles has been contacted about the property in Bloomingdale full of refuse. He called WTA, they said if we have Village Powers we can make a tighter ordinance. Put on future agenda.
- Town Resident Tamsen Morgan went through old minutes to find the complete resolution signed at last meeting, couldn’t find it. Advised Tamsen that they are listed under Government, then Town Government, can be found there under Resolutions.
2025 Road Projects:
- Seal coating is done.
- Miller Road is graveled.
- Call from Resident about Mast Road
- Goplin needs gravel also
- Mowing is happening with new arm mower, working well.
- Sign report from last meeting- signs are okay.
- road also needs gravel.
Shop Cement Replacement:
- B&W quote $19,800.
- Miller Concrete and Carpentry $13,082.
- M/S/P: Chapiewsky/Giles moved to accept the Miller Concrete and Carpentry Bid. (3 ayes)
Town Website:
- Resident Fred Brandt would like to be paid for work done on website, $100/month.
- Resident Lori Schmitz is willing to volunteer her time per Supervisor Giles conversation.
- Closed session before next meeting to speak with Lori about her willingness and experience.
New Plow Truck Financing:
- Rate quotes received from: WCCU, River Bank, Farmers State Bank, and Bank of Cashton, all discussed.
- Best rate was Farmers State Bank at 3.95% for 5 years or 4.25% for 10 years.
- M/S/P: Chapiewsky/Giles moved to go with Farmers State Bank for loan. (3 ayes)
- M/S/P: Giles/Chapiewsky moved to go with a 10-year term at Farmer’s State Bank. (3 ayes)
- Sell truck or trade-in. Trade-in for $40,000 can use until our truck is ready.
- M/S/P: Chapiewsky/Giles to trade-in out 2006 plow truck to DeBauche on the new town plow truck. (3 ayes)
Road Right-of-Way:
- Town has 33’ feet from center on 3-rod roads, different of 4-rod roads. Reminder of this. Have had some mowing complaints that grasses got mowed that residents didn’t want mowed, but were in the right-of-way.
Big Hook Garage Renewal:
- Contacted 2 other vendors to get quotes to go to Vernon County Landfill, no response.
- Was $15,210 going to $14,700, saving $510 per year on renew.
- M/S/P: Chapiewsky/Giles moved accept Big Hook’s renewal for garbage disposal. (3 ayes)
Debt Repayment Committee:
- M/S/P: Chapiewsky/Giles to accept Tamsen Morgan and Scott Mlsna to Debt Repayment Committee. (3 ayes)
- Committee will report at July meeting.
Public Comment:
- Town Resident Tamsen Morgan suggested adding a Right-of-Way reminder to the Town Tax Bill insert.
- Town Resident Fred Brandt asked if Miller Concrete and Carpentry was in the Township, as B&W are in the township. Supervisor Von Ruden said they were just a couple of miles into Webster. He said they only talked to local contractors. Miller’s has a reputation for good work. He also asked if we would have a payment on the new chassis this year or next. Not sure, probably next year if we do yearly payments.
