Town of Clinton Special Board Meeting
October 29, 2024

Board Minutes
Meeting called to order by Chairman Leis at 7:05pm:
Pledge of Allegiance:
Roll Call:
- Chairman Corey Leis, Supervisor #1 Darin Von Ruden, Supervisor #2 Bill Stock, Town Treasurer Jan Clark, Town Clerk Lori Hemmersbach
Public Comment:
2025 Budget Planning:
- Discussed, no further changes.
- Dump camera discussed; items are dumped off while closed. No action taken.
- Amish sent $21,000.00 for the ‘Buggy Tax’, Corey deposited to WCCU. Board discussed and decided to make an early payment to the Irish Ridge loan.
- To cover shortfall from budget to actual, the Board will take out $53,000.00 from the Bank of Cashton lines of credit.
- M/S/P: Von Ruden/Stock to borrow $29,500.00 from the first line of credit from the Bank of Cashton and $23,500.00 from the second line of credit from the Bank of Cashton. (3 ayes)
Date for Budget Hearing and Elector’s Meeting:
- M/S/P: Von Ruden/Stock to approve the proposed 2025 Budget. (3 ayes)
- Clerk Hemmersbach spoke with Wisconsin Towns Association to double check how to add to the levy with debt service. Spoke with lawyer Lara Carlson and she said that it would be added to the allowable levy limit as one and the town would vote on the total tax levy including the debt service. It doesn’t require any special resolution. The town also can’t refuse to pay debt service as its money owed already, and it is 2025 debt only. The levy is raised for only 1 year.
- Date for meeting: November 20th at 6pm for the Budget Hearing, Elector’s Meeting to follow.
Public Comment:
- Town Resident Fred Brandt mentioned that if we were concerned about the waste left while the dump is closed that adds fees, we could add a line item for trash left to the budget.
