 Board Meeting 

Town of Clinton 

September 9,2020 

Meeting commenced at 7 pm at the town hall with the pledge of allegiance. In attendance were Chairman John LaDue, Supervisor 1 Corey Leis, Supervisor 2 James Chapiewsky, Clerk Sandy Schweiger, Treasurer Jan Clark, Taylor Dray, Pandora Flores, Lonnie Muller and Patrolman Scot Sanders. 

Supervisor Chapiewsky made a motion, 2nd by Supervisor Leis, to accept the financial report as read; all ayes, motion carried. Supervisor Chapiewsky made a motion, 2nd by Supervisor Leis, to approve transferring $95 from savings to checking and $16,000 from money management to checking; all ayes, motion carried. Supervisor Chapiewsky made a motion, 2nd by Supervisor Leis, to approve payment of bills; all ayes, motion carried. 

Supervisor Chapiewsky has been pursuing the installation of a railing for the new walkway; best height is 34”-36” on 8” diameter posts set in concrete. This will hopefully be completed soon. 

Dell Cemetery requested signatures for veteran’s care reimbursement from the county. 

Brushing will be contracted through the county. Starting with East Bloomingdale, Weister Creek, Dell and Norwegian Valley Roads, work will continue for 3-4 days until budget of $4,000 is expended. Mr. Sanders will coordinate with the county. The Knapp Bridge will receive 3-5 more loads of material. Chairman LaDue noted the yellow truck was undergoing repairs in LaFarge. Salt will be mixed next week in anticipation of Mr. Sanders again being on leave for about 6 weeks, this time for a hip replacement, beginning September 30th. Overtime has been approved for the next three weeks. The yellow salt box needs a new apron. 

Chairman LaDue attended a county zoning meeting at which the problem property in Bloomingdale was a topic. With the town board’s limited power, the neighbors were encouraged to engage the county, resulting in the health department clamping down. Also, the illegal septic system issue has been postponed yet again due to a delayed case in Chaseburg. 

Chairman LaDue has the state transportation forms that need to be submitted; these will be updated and returned by the deadline in October. 

Budget season is approaching; allowable levy limit is $154,664; shared revenue and transportation aid figures are not yet available. Cost sharing for Knapp Valley culvert was submitted for next year with the county covering 50% of the cost. 

Taylor Dray was in attendance to pitch a contract for office equipment services. Copiers and phones could be leased and serviced at a competitive price. After receiving usage figures, Mr. Dray will provide a customized quote. 

Supervisor Chapiewsky was concerned about the board creating a long-term plan for equipment replacement, especially with the end loader being 10-12 years old and logging 5000 hours. 

Supervisor Leis addressed the Albert Miller culvert on Irish Ridge. Supervisor Chapiewsky noted that the town has not been cleaning out private culverts for many years as this is the responsibility of the landowner to which Chairman LaDue concurred. 

Supervisor Chapiewsky made a motion to sell the white Dodge to Cluckers for $500, 2nd by Chairman LaDue; all ayes, motion carried. Supervisor Chapiewsky made a motion, 2nd by Supervisor Leis to approve minutes; all ayes, motion carried. 

Supervisor Leis questioned why Bob Fish was still on the payroll. Supervisor Chapiewsky noted that Mr. Fish had served the town for many years, both on the board and at the Recycle Center and was not being fired. Mr. Sanders suggested closing the Recycle Center on Wednesdays during the winter. Jim Orlikowski wished for the board to know how much he appreciated the maintenance of the Clinton Ridge Cemetery; he also wanted to be on the no-spray list. 

The Department of Natural Resources has designated the west fork of the Kickapoo a Class I trout stream. Chairman LaDue intends to discuss the beaver dam with Bill Geendeer. 

At 8:35 pm, Supervisor Chapiewsky made a motion, 2nd by Supervisor Leis, to adjourn; all ayes, motion carried.
