Board Meeting 

Town of Clinton 

April 14, 2021 

Meeting was called to order at 7pm with the pledge of allegiance. In attendance were Chairman John LaDue, Supervisor 1 Corey Leis, Supervisor 2 James Chapiewsky, Clerk Sandy Schweiger, Treasurer Jan Clark, Patrolman Scot Sanders, Fred Brandt, Ranelle Brandt, Bob Erickson, Pandora Flores, Wally Hemmersbach, Wayne Leis, Bonnie Lunde, Lonnie Muller, Bob Sanders and Kevin Schmitz. 

Supervisor Chapiewsky made a motion to approve the financial report as read, 2nd by Supervisor Leis; all ayes, motion carried. Supervisor Chapiewsky made a motion, 2nd by Supervisor Leis, to approve transferring $19.75 from tax savings to regular savings on April 3rd, and $20,500 from savings to checking and $16,265 from savings to money management on April 15th; all ayes, motion carried. Supervisor Leis made a motion, 2nd by Supervisor Chapiewsky, to pay the bills; all ayes, motion carried. 

Bids for seal-coating were opened: 

Fahrner’s Scott’s 

Single seal, 3/8” granite, 20’ $18,604 $20,472 

Single seal, 7/16” granite 23,880 

Single seal, 3/8” quartz 17,302 

Double seal, 3/8” granite 37,208 42,073 

Double seal, 3/8” quartz 36,604 

Each bid also specified the amount of liquid asphalt and cover aggregate utilized. Mr. Schmitz noted that some municipalities employing quartz were plagued with flat tires. Scott’s also bid on patch mix at $75 per ton picked up and $91 delivered, including all trucking; average load contains 21-22 ton. Chairman LaDue noted that state law requires acceptance of lowest bid while Supervisor Chapiewsky observed that Fahrner’s has not always honored their warranty. Supervisor Leis made a motion, 2nd by Supervisor Chapiewsky, to accept both bids; all ayes, motion carried. 

Bob Sanders requested a variance for construction of a garage that encroaches on the right-of-way. Garage will be closer to TWP 24, but driveway will access Clinton Ridge 

Road. Supervisor Leis made a motion to grant Plan B variance, 2nd by Supervisor Chapiewsky; all ayes, motion carried. Four new driveway permits were issued. 

Chairman LaDue presented an updated comprehensive plan. Census figures are still only available on the county level. Supervisor Leis made a motion, 2nd by Supervisor Chapiewsky, to approve the update; all ayes, motion carried. 

Supervisor Chapiewsky made a motion, 2nd by Supervisor Leis, to approve the minutes; all ayes, motion carried. At 7:55 pm, Supervisor Chapiewsky made a motion to adjourn, 2nd by Supervisor Leis; all ayes, motion carried.
