Board Meeting 

Town of Clinton 

September 8, 2021 

Meeting called to order at 7 pm at the town hall with the pledge of allegiance. In attendance were Chairman Corey Leis, Supervisor 1 Wally Hemmersbach, Supervisor 2 Jordan Bendel, Clerk Sandy Schweiger, Treasurer Jan Clark, Patrolman Scot Sanders, Fred Brandt, Ranelle Brandt, Mava Clark, Linda Dowling, Bob Erickson, Pandora Flores, John LaDue and Lonnie Muller. 

Mr. Leis noted monthly meeting business would be followed by public comment restricted to two minutes per person. Motions made and seconded to discuss agenda items beginning with the financial report. Mr. Hemmersbach made a motion, 2nd by Mr. Bendel, to approve transferring $322 from savings to checking, $114,500 from money management to checking and $74,942.69 from money management to ARPA money management; all ayes, motion carried. Mr. Bendel made a motion, 2nd by Mr. Hemmersbach, to approve the bills; all ayes, motion carried. Mr. Bendel made a motion, 2nd by Mr. Hemmersbach, to approve the report; all ayes, motion carried. 

After discussing what caution signs were needed, Mr. Bendel made a motion to purchase school signs (town-wide) and two sharp curve signs for East Bloomingdale, 2nd by Mr. Leis; all ayes, motion carried. 

On Irish Ridge Road, eight culverts should be replaced with one upgraded to 18” diameter; each culvert is 40 feet long with a total approximate cost of $6,000. Mr. Bendel made a motion, 2nd by Mr. Hemmersbach, to replace these culverts; all ayes, motion carried. 

With half of the salt and screenings remaining from last winter, only about 60 loads of screenings will be needed and the proportionate amount of salt. Mr. Bendel made a motion, 2nd by Mr. Hemmersbach to purchase this year’s salt from the county; all ayes, motion carried. 

Mr. Bendel made a motion to apply for a TRIP project for Irish Ridge Road, 2nd by Mr. Hemmersbach; all ayes, motion carried. 

Mr. Leis proposed a CDL training expense incentive of $500 for the new Assistant Patrolman. Mr. Bendel made a motion to table this item, 2nd by Mr. Hemmersbach; all ayes, motion carried. 

As part of the 10-Year Plan which was previously tabled, the patrolman wage adjustment of $150,000 was settled with Mr. Hemmersbach making a motion to include this figure in the plan, 2nd by Mr. Bendel; all ayes, motion carried. 

Mr. Leis spoke with the county highway commissioner regarding the upper bridge on West Bloomingdale. Estimated repair is $550,000-$600,000, with federal funds not available for 6-8 years. Mr. Hemmersbach made a motion, 2nd by Mr. Bendel, to include $60,000 in maintenance for this bridge in the 10-Year Plan; all ayes, motion carried. 

A general consensus was reached regarding the current method of salt storage so Mr. Bendel made a motion, 2nd by Mr. Hemmersbach, to revisit the need for a storage shed at another time; all ayes, motion carried. 

Due to the ongoing issue of Irish Ridge Road, Mr. Leis proposed a 26’ wide base, with 22’ wide 3″ mat be followed with subsequent single seals within 2 years and again in 4-5 years. Mr. Bendel made a motion to add $650,000 for Irish Ridge to the 10-Year Plan, 2nd, by Mr. Hemmersbach; all ayes, motion carried. 

Mr. Bendel made a motion, 2nd by Mr. Hemmersbach, to approve the board meeting minutes from August; all ayes, motion carried. Mr. Bendel made a motion, 2nd by Mr. Hemmersbach, to approve the minutes from August 25th; all ayes, motion carried. 

Mr. Sanders inquired about contracting the county to cut brush and noted the number of trees that are leaning over town roads. Mr. Leis noted the need to consult property owners and suggested this as an agenda item for October. 

Mr. Hemmersbach will investigate obtaining a grant writer for the TRIP application while Mr. Bendel noted the issues at the Recycle Center seemed to have resolved on their own. 

At 8:10 pm, Mr. Bendel made a motion to adjourn, 2nd by Mr. Hemmersbach; all ayes, motion carried.
