Board Meeting 

Town of Clinton March 9, 2022 

Meeting called to order at 7 pm with the pledge of allegiance. In attendance were Chairman Corey Leis, Supervisor 2 Fred Brandt, Clerk Sandy Schweiger, Treasurer Jan Clark, Lars Bergen, Doug Boecher, Susan Boecher, Ranelle Brandt, David Clark, Paul Clark, Linda Dahlen, Monte Dahlen, Robin Davis, Doug Ewing, Pandora Flores, Joe Giles, Wayne Leis, Carla Leppert, Tammy Litsey, Lonnie Muller, Scot Sanders, Kevin Schmitz, Lori Schmitz and Steve Schmitz. 

Gravel bids were received from Gerke and Milestone Materials (in cubic yard, FOB):

Mr. Leis made a motion to accept both bids, 2nd by Mr. Brandt; all ayes, motion carried. 

Patch mix bids were received from Scott’s and Mathy (per ton):

Mr. Leis made a motion, 2nd by Mr. Brandt to accept both bids as most advantageous; all ayes, motion carried. 

Seal coat bids were received from Scott’s and Fahrner’s (20’, single):

Mr. Leis made a motion, 2nd by Mr. Brandt, to accept Scott’s bid; all ayes, motion carried. Chip size and oil application rate to determined based on road being surfaced. 

Mr. Brandt made a motion, 2nd by Mr. Leis, to accept the financial report as read; all ayes, motion carried. Mr. Brandt made a motion, 2nd by Mr. Leis, to approve transferring $419,425.18 from tax savings to checking on February 15th followed on March 10th with $165 from savings to checking, $33,000 from tax savings to checking and $65,542.20 from tax savings to money management; all ayes, motion carried. Mr. Brandt made a motion to pay the bills with the check to Gerke reissued, 2nd by Mr. Leis; all ayes, motion carried. 

The HVAC system for the town hall will be addressed next month. 

With trash disposal continuing to exceed capacity at the Recycle Center, Mr. Leis made a motion, 2nd by Mr. Brandt, to acquire two 8-yd dumpsters to replace two 6-yd dumpsters; all ayes, motion carried. 

Mr. Leis noted the website’s lack of timely updates and made a motion, 2nd by Mr. Brandt to provide access to all board members, effective immediately; all ayes, motion carried. 

Repairs to Peaceful Valley Road as a result of the August 2021 flooding is estimated at $18,945 with a reimbursement of 80%. Mr. Leis made a motion to contract with Scott’s for this repair, 2nd by Mr. Brandt; all ayes, motion carried. 

Supervisor 1 Wally Hemmersbach is still investigating the issues with the mower, but was not present to report. 

Surface Transportation Program application will be saved for a bridge project in 2023. Under this program the town is responsible for 20% of the cost with the county possibly covering 10% of the town share. 

Questions arose during the public comment regarding this year’s budget and the cost of Irish Ridge Road. Local Road Improvement Program-Supplemental (LRIP-S) application was submitted for $1,249,700 to repair Irish Ridge, reflecting certain elements required by the state. The board members will conduct a road tour prior to next month’s meeting. 

Mr. Brandt made a motion, 2nd by Mr. Leis to approve December 8th minutes; all ayes, motion carried. Mr. Brandt made a motion, 2nd by Mr. Leis, to approve January 12th minutes with designated changes; all ayes, motion carried. Mr. Brandt made a motion, 2nd by Mr. Leis, to approve February 9th minutes; all ayes, motion carried. 

At 8:05 pm, Mr. Brandt made a motion to adjourn, 2nd by Mr. Leis; all ayes, motion carried.
