Town of Clinton Board Meeting June 8, 2022


Meeting called to order with the pledge of allegiance at 7 pm at the town hall. In attendance were Chairman Corey Leis, Supervisor 1 Wally Hemmersbach, Supervisor 2 Fred Brandt, Clerk Sandy Schweiger, Treasurer Jan Clark, Patrolman Scot Sanders and numerous visitors.


Mr. Hemmersbach made a motion, 2nd by Mr. Brandt, to approve the financial report as read; all ayes, motion carried. Mr. Brandt made a motion, 2nd by Mr. Leis, to approve transferring $1,435 from savings to checking and $59,500 from money management to checking; all ayes, motion carried. Mr. Hemmersbach made a motion, 2nd by Mr. Brandt, to approve the bills; all ayes, motion carried. Mr. Brandt inquired about the Vernon Tech bill for which there was no invoice.


Mr. Brandt made a motion, 2nd by Mr. Hemmersbach, to approve the minutes; all ayes, motion carried.
During public comment, Carla Leffert inquired about the engineer’s report for Irish Ridge Road. She also inquired about reconciling additional expenses that were not in original budget and other funding options. Mr. Leis replied that the report was not complete, banks would only extend line of credit for two years and the board would make changes to the budget as needed.


Tammy Litsey noted a number of road signs were faded beyond legibility; Mr. Sanders will investigate.
Doug Ewing asked where road bids were sent; Mr. Leis noted they were advertised to be sent to him and could be delivered to whoever he designated.


Old Country Cheese applied for a renewal of their liquor license. Mr. Brandt made a motion to approve, 2nd by Mr. Hemmersbach; all ayes, motion carried.


Two offers of financing $200,000 for the Clinton Ridge Road TRIP project were received: Bank of Cashton offered 2.7% interest while Farmer’s State Bank’s rate was 2.82%. Mr. Leis made a motion, 2nd by Mr. Hemmersbach, to approve a $200,000 2-year line of credit from Bank of Cashton; all ayes, motion carried.
Two bids for gravel for Clinton Ridge Road project were opened. Lepke Trucking would place and compact 12,907’ with 2,200 ton (1-1/4” limestone or ¾” granite) of gravel at $19.47 per ton for $85,668. Gerke’s bid was $19.99 per ton for $87,406. Mr. Leis made a motion to accept bid from Lepke Trucking for Clinton Ridge Road TRIP project, 2nd by Mr. Brandt; all ayes, motion carried. One mile of Clinton Ridge Road will be pulverized, which is not part of the TRIP; WK Construction provided an estimated cost of $5,779 to pulverize one mile. Mr. Leis made a motion to hire WK Construction to pulverize one mile of Clinton Ridge Road, 2nd by Mr. Brandt; all ayes, motion carried. Scott’s Construction provided the only bid to seal coat Clinton Ridge Road: 5,280 feet, 22’ wide, 3/8” granite, double seal for $66,526. Mr. Leis made a motion to accept the bid from Scott’s Construction to double seal one-mile of Clinton Ridge Road, 2nd by Mr. Hemmersbach; all ayes, motion carried. Isolated patching is needed on Clinton Ridge Road; Scott’s Construction estimated 600 tons of patching at $108.30 were needed for $64,980 Mr. Leis made a motion, 2nd by Mr. Brandt, to accept bid from Scott’s Construction for isolated patching on Clinton Ridge Road; all ayes, motion carried.


Mr. Brandt reported on the update to the town’s website. Mr. Brandt reported that he had filed an Open Records Request with the clerk and also sent her a general email request for website documents. To date, 16 days have lapsed and Mr. Brandt has not received any of the requested documents. Mr. Brandt made a motion that all board members have access to these documents, 2nd by Mr. Leis; all ayes, motion carried. Mr. Brandt contacted Lee Turoni of the Dempsey Law Firm for legal counsel. Mr. Brandt made a motion to engage the Dempsey Law Firm at a rate of $185 per hour, 2nd by Mr. Leis; all ayes, motion carried.


The mower being used on approval has been working great according to Mr. Sanders, although requiring reduced speed of 3 mph. Mr. Hemmersbach made a motion, 2nd by Mr. Leis, to purchase the mower from Eric Wang; all ayes, motion carried. Mr. Leis made a motion, 2nd by Mr. Brandt, to sell the Kuhn mower for $5,500; all ayes, motion carried.


Mr. Leis made a motion, 2nd by Mr. Brandt, to postpone a decision regarding alternatives to trash disposal at the Recycle Center; all ayes, motion carried.


A special meeting will be held with the board members, patrolman and representative from Scott’s Construction regarding Clinton Ridge Road. Mr. Leis noted that Scott’s Construction had seal-coated Leis Road for which he was personally billed.


Ms. Clark asked the board members to look over the budget as there will be a cash shortfall for upcoming bills. Mr. Leis indicated the Scott’s Construction bill would be held until funds were available.


At 7:55 pm, Mr. Hemmersbach made a motion to adjourn, 2nd by Mr. Leis; all ayes, motion carried.
