Town of Clinton Board Meeting
May 13, 2026
7:00 pm at the Town Hall, S1299 County Road D
Board Minutes
Meeting called to order by Chairman Von Ruden at 7:00pm
Pledge of Allegiance:
Roll Call:
- Chairman Darin Von Ruden, Supervisor #1 Joe Giles, Supervisor #2 John Chapiewsky, Town Treasurer Alyssa Daines, Town Clerk Lori Hemmersbach.
Financial Report and Bills:
- M/S/P: Giles/Chapiewsky moved to approve the Financial Report. (3 ayes)
- M/S/P: Chapiewsky/Giles moved to approved the 5.14.26 transfer from Savings to Checking of $10,476.00 and the transfer of $4,524.00 from Tax Savings to Checking. (3 ayes)
- M/S/P: Chapiewsky/Giles moved to pay the bills. (3 ayes)
Approve Minutes:
- M/S/P: Chapiewsky/Giles moved to approve the 4.15.26 Board Meeting Minutes as presented. (3 ayes)
Public Comment:
- VC Zoning, Matt Albright had an update on the land division ordinance, it’s continuing. County voted to do a temporary zoning ordinance on data centers, 2-year interim step. If we have Village Powers, we can do this step, if we choose to.
2026 Road Projects:
- Patrolman Sanders got cost of Children at Play signs, $32.67/each.
- Need 2 School Zone signs for by William Detweiler, new school.
- M/S/P: Giles/Chapiewsky to purchase 2 Children at Play and 2 School Zone signs. (3 ayes)
- Have been patching roads and ditching
- Having issues with loader. New fuel pump Tuesday. Loader is 5 years old, still under warranty- Brooks is working with us on issues.
- Town Resident Fred Brandt and Patrolman Sanders went through Knapp Valley, have all coordinates on tubes and bridges, grades too. Scot and Fred went over their work on both Knapp Valley and East Bloomingdale Roads. Scot and Fred both noted to do roads correctly tubes need to be done.
- Upper part of Knapp Valley needs to be wedged from Kelbel Rd to Cty Rd D.
New Blue Truck and Loan:
- Loan papers are signed. Universal has been paid. Loan payments start May 2027 at 3.9% interest.
Community Development Grant:
- Contractor Devon Olson can get us in in June. Budget-wise August/September is better. He guaranteed that the bid is good until then.
Site Permits:
- Lots of buildings going up in Township without Site Permits. At least 4 going up currently without permit. Ordinance calls for $500.00 fine for not getting permit. Will talk to Bishops and let them know that this will be enforced if people don’t start getting permits.
Semi Traffic:
- More semi traffic on Knapp Valley and Kelbel Roads. We can make certain roads Class B. Would need to draw up an ordinance. Darin will check with Towns Association. Whitestown made all their roads Class B. Class B is 64,000-pound limit- wonder if it will affect many trucks. May not be worth the time.
Town Treasurer:
- Treasurer Daines would like to be down by this fall, September/October.
Open Book/Board of Review:
- Check new dates, July 15 and 22, 5-7pm. Clerk Hemmersbach will check with Assessor.
Public Comment:
- Town Resident Paul Clark commented on brush in ditch on Cary Road. Also fences in road right of way.
- Town Resident Tamsen Morgan mentioned we should check with Whitestown to see if changing the roads to Class B has helped the semi traffic for them. She also mentioned we need to look into our status on Village Powers.
- Supervisor Giles asked Lonnie about the refuse removal process in LaFarge- he said it was quite a process.
- Chairman Von Ruden thanked Paul Clark for his years of service to the Board and Township.
