Town of Clinton Board Meeting

Board Minutes
Meeting called to order by Chairman Leis at 7:03pm:
Pledge of Allegiance:
Roll Call:
- Chairman Corey Leis, Supervisor #1 Darin Von Ruden, Supervisor #2 Bill Stock, Town Treasurer Jan Clark, Town Clerk Lori Hemmersbach
Financial Report and Bills:
- M/S/P: Stock/Von Ruden moved to approve the Financial Report. (3 ayes)
- M/S/P: Von Ruden/Stock moved to approve the 1.1.24 transfer of $32,500.00 from Savings to Checking and $140,198.63 from Tax Collection Savings to Checking. (3 ayes)
- M/S/P Stock/Von Ruden to pay the bills. (3 ayes)
Approve Minutes:
- M/S/P: Von Ruden/Stock moved to approve the 12.13.23 Board Meeting Minutes as written and as published as a draft on the website. (3 ayes)
Public Comment:
Closed Session Employee Results:
- Approved a 5% raise in wage for all employees.
- Increase Scot’s vehicle allowance from $1,800.00 to $3,000.00 per year as he does all the site permits for the town.
State Retirement Plan:
- More questions, will research further. Tabled for now.
Diesel Fuel Contract:
- M/S/P: Stock/Von Ruden to lock in diesel fuel contract with Premier at $3.10. (3 ayes)
Renew Blanket Insurance Policy and Security Bond:
- M/S/P: Stock/Von Ruden to approve the Blanket Insurance renewal from Rural Mutual for $6,989.00. (3 ayes)
- M/S/P: Stock/Von Ruden to approve the Security Bond renewal from CAN Surety for $140.00. (3 ayes)
New Town Hall Heater:
- Doug Ewing installed the new furnace.
- The Board and town residents present thanked Doug for doing this for the Town.
- Doug will get us the bill. He isn’t charging for any of his labor, and selling the unit/supplies at cost.
2023-2028 Vernon County Multi Hazard Mitigation Plan:
- M/S/P: Von Ruden/Stock to adopt Resolution 2024-1. (3 ayes)
Site Permit Ordinance Review:
- Ordinance will be amended as follows:
- Page 4 (5) 2, ‘feel’ will be corrected to ‘fee’
- Throughout document ‘Town Clerk’ will be replaced with ‘Town Official’
- Page 2 (3) ‘A Site Permit will be good for one year form the date of issue’ will be changed to ‘A Site Permit will expire one year from date of issue’.
- M/S/P: Von Ruden/Stock make above amendments to the current 2020-1 Town of Clinton Site Permit Ordinance. (3 ayes)
