September 17, 2025

7:00 pm at the Town Hall, S1299 County Road D

Board Minutes

Meeting called to order by Chairman Von Ruden at 7:00pm

Pledge of Allegiance:

Roll Call:

  • Chairman Darin Von Ruden, Supervisor #1 Joe Giles, Supervisor #2 John Chapiewsky, Town Treasurer Jan Clark, Town Clerk Lori Hemmersbach.

Financial Report and Bills:

  • M/S/P: Chapiewsky/Giles moved to approve the Financial Report. (3 ayes)
  • M/S/P: Chapiewsky/Giles moved to approve the 9.15.25 transfer from Savings to Checking of $16,500. (3 ayes)
  • M/S/P: Chapiewsky/Giles moved to approve the 9.18.25 transfer from Savings to Checking of $27,500. (3 ayes)
  • M/S/P Chapiewsky/Giles moved to pay the bills. (3 ayes)
  • M/S/P Chapiewsky/Giles moved to amend the budget as follows:
  • Culverts, Bands, Guard Rail, Concrete & Admin Fee increase to $10,000.00
  • Repairs & Supplies-Backhoe increase to $2,600.00
  • Building Repairs & Misc Maint. Increase to $42,000.00
  • Web-site increase to $1,300.00
  • Budgetary line of credit increase to $144,465.72 (3 ayes)

Approve Minutes:

  • M/S/P: Chapiewsky/Giles moved to approve the 8.20.25 Board Meeting Minutes as presented. (3 ayes)

Public Comment:

  • Resident Bob Erickson shared that he is trying to put an addition onto his house and it has taken months to get action from the Building Inspector. Took 1 day for site permit, 1 days for sanitary permit. Bob feels the Building Inspector is making things harder to build.
  • Many Amish residents in attendance shared similar stories and commented that no final inspections are happening. The Building Inspector is hard to get ahold of and takes a long time to reply or come to jobsite.
  • M/S/P: Chapiewsky/Giles to explore other options for Building Inspector. (3 ayes)

2025 Road Projects:

  • The Grader is back together.
  • Screenings coming next week for salt mixing.
  • Gravel still needed on Pa’s, Calhoun and Lovestad.

Shop Cement Replacement:

  • Project done. Spent $3,200 more to fix slope.

Town Website:

  • Lori and Fred working on training.

2026 Budget Planning:

  • Increase Town Hall Repair to $10,000.00.
  • Clerk is to fill in numbers close to budget, use loan payment amounts for mower and truck.
  • Board Members will look at a road tour before next meeting.

Refuse on Bloomingdale Property:

  • Supervisor Giles contacted WTA, spoke with Laura Carlson, the only way to know if we have Village Powers is to find the electors minutes or resolution granting them. Otherwise have to have Electors Meeting to get a resolution for Village Powers.

Propane Contract:

  • No action.

Diesel Fuel Contract:

  • No action.

Building Inspector:

  • Discussed during Public Comment period.

Fall Cleanup:

  • October 11 9am-3pm.

Public Comment:

  • Resident Lori Schmitz wanted to know if there would be anything to look at next month for the budget planning. Chairman Von Ruden said yes there would be budget drafts to look at.
  • Supervisor Chapiewsky wanted to get in the minutes, so no confusion, that the right away on 3-rod-roads is 24 ¾ ft from center. Per Resolution 1-2011 all roads are 3 rod roads with the exception of new construction with average daily traffic counts done (they could be built differently).
