Town of Clinton Board Meeting

April 15, 2026

7:00 pm at the Town Hall, S1299 County Road D

Board Minutes

Meeting called to order by Chairman Von Ruden at 7:00pm

Pledge of Allegiance:

Roll Call:

  • Chairman Darin Von Ruden, Supervisor #1 Joe Giles, Supervisor #2 John Chapiewsky, Town Treasurer Alyssa Daines, Town Clerk Lori Hemmersbach.

Financial Report and Bills:

  • M/S/P: Chapiewsky/Giles moved to approve the Financial Report. (3 ayes)
  • M/S/P: Chapiewsky/Giles moved to approved the 4.16.26 transfer from Savings to Checking of $30,500.00. (3 ayes)
  • M/S/P: Giles/Chapiewsky moved to pay the bills. (3 ayes)

Approve Minutes:

  • M/S/P: Chapiewsky/Giles moved to approve the 3.11.26 Board Meeting Minutes as presented. (3 ayes)

Public Comment:

  • Town Resident Tamsen Morgan felt the that “Left over from Jan. Never dealt with.” Wasn’t necessary in the March minutes.

Building Inspector:

  • Josh failed the electrical test, will retake. News after May 1st.

Matt Albright, Vernon County Zoning:

  • Working on Land Division Ordinance. Had meeting today, no draft to present yet.
  • Also working on Comprehensive Zoning Ordinance, will have 9 zones.
  • Both Ordinances in drafting stage.

Aligning Cashton First Responder Coverage with Cashton Fire Department Coverage:

  • Approached by Chief Erickson to realign. 53 addresses impacted.
  • Having Cashton Fire and Cashton First Responders respond the same makes sense.
  • Westby Fire giving up some territory to Cashton.
  • County will help us and come up with MOU draft, Ryan and Monique.

2026 Road Projects:

  • Plan on the following road projects, chip seal coat 3/8” washed granite chips:
  • Irish Ridge Rd from Dell Rd to Weister Creek- approx. 3,413’, single seal hard surface. Cost $19,976
  • Irish Ridge Rd from Weister Creek to Parker Rd/Town Line, approx. 10,138’, single seal bar patches approx. 3’ to 4’ wide where horses run. Cost $19,834
  • East Bloomingdale Rd from Webster line to Webster line, approx. 10,578’, single seal hard surface. Cost $56,910
  • Clinton Ridge Rd from Town Rd 57 to just past Lovestad Rd, approx. 5,280’, single seal hard surface. Cost $28,407
  • Total cost  $125,127
  • M/S/P: Chapiewsky/Giles moved to approve the Scott’s Construction Road Projects bid as written for $125,127. (3 ayes)
  • Town Resident Fred Brandt and Patrolman Sanders have been mapping Knapp Valley Road tubes and have collected data on failing tubes. Matt Albright is getting hydrology done on tubes for Knapp Valley, he got a grant for this. This will help with tube sizing and what they can handle.
  • Tube below Kelbel Road/Knapp Valley Y can’t take the water, road under water from last storm.

Road Tour Results:

  • Max Beck, Nilesteun Rd, approached Supervisor Giles about his road. Only a very small section of this road is actually in our township. Chairman Von Ruden will take a look at it.
  • ADM road needs 12-18” dug out and graveled/break run put in. Road is a mud hole. Will work on when weather straightens out.
  • M/S/P: Chapiewsky/Giles moved to talk to Amish about the logs in the right of way on the both sides of ADM road. (3 ayes)
  • M/S/P: Chapiewsky/Giles moved that the Town of Clinton has solicited the Vernon County Highway Department to apply for LSSIP Grants for both (2) of the Knapp Valley Road bridges which were recently citied for deficiencies. The Board resolves to move forward with these projects if wither or both grants are approved. (3 ayes)

New Blue Truck:

  • Came in last Thursday. Will be on display for annual meeting.
  • M/S/P: Chapiewsky/Giles moved to work with the Farmer’s State Bank in Hillsboro for the loan on the new truck attachments from Universal with a rate of 3.9%. (3 ayes)

Community Development Grant:

  • Joe turned in. Found out we have been approved.
  • Received another concrete bid. Caliber Companies. Lower than any others.
    • M/S/P: Chapiewsky/Giles moved to accept Caliber Companies bid of $19,995 for concrete work at town shop. (3 ayes)

Public Comment:

  • Patrolman Sanders asked Chairman Von Ruden or Supervisor Chapiewsky to bring their skid steer to the Town Hall one day to level up behind the shed where water is forming a pond, once the weather dries up.
  • Town Resident Tamsen Morgan asked for an update on the Headwater Farms check. Treasurer Daines emailed County Treasurer Delap about it. Sounds like it should be reported January of next year for unclaimed funds. She will follow up.
  • Treasurer Daines wondered if we could post child at play signs near her house as lots of the traffic moves very quickly down the hill. Patrolman Sanders will look into cost of signs and bring to next meeting.
  • Paul Clark has officially retired from Township duties after almost 30 years (or more). The Board thanks Paul for all his hard work over the years.
  • Town Resident Corey Leis also helped out during one of the last snow storms by putting a new edge unto the plow for the Yellow Truck. He also used his loader to help clear roads. His service is appreciated, at no cost to the Township.
  • Part Time Town Patrolman Greg Nelson hurt his back, at home, earlier in January. Hasn’t worked since. Currently unknown status as still doctoring.
  • Mike from Big Hook thinks the current Vernon County Landfill has 1-1.5 years space for garbage. Landfill expansion still waiting on DNR approval.

Towns Association Meeting in Viroqua April 23 at 6pm

Cashton Fire District Meeting April 20 at 7pm

Next Regular Board Meeting: Wednesday, May 13 at 7pm

Spring Cleanup May 9 from 9am-3pm

Annual Meeting April 21 at 7pm
