Town of Clinton Annual Meeting April 21, 2026
Annual meeting was called to order by Chairman Von Ruden at 7:00 pm at the Town Hall with the Pledge of Allegiance.
Verification of meeting posting: Not necessary since on statue date, but posted at Town Hall board, on website, and in the Episcope anyway.
Approve Minutes:
John Chapiewsky made a motion to approve 2025 Annual Meeting Minutes as written and presented, 2nd by Joe Giles; motion passed, no opposed.
Financial Report:
John Chapiewsky made a motion to accept the financial report. 2nd by Joe Giles; motion passed, no opposed.
New Business:
Pete Appleman asked how many years are our loans for? 10 years on each of them.
Darin Von Ruden explained we are going to seal coat 4 miles of road this year.

  • Irish Ridge Rd from Dell Rd to Weister Creek- approx. 3,413’, single seal hard surface.
  • Irish Ridge Rd from Weister Creek to Parker Rd/Town Line, approx. 10,138’, single seal bar patches approx. 3’ to 4’ wide where horses run.
  • East Bloomingdale Rd from Webster line to Webster line, approx. 10,578’, single seal hard surface.
  • Clinton Ridge Rd from Town Rd 57 to just past Lovestad Rd, approx. 5,280’, single seal hard surface.
    Pete Appleman asked if we had much damage from storms. Lots more pot holes, sides of road had damage, lost some gravel on roads. Manageable damage. Lots of shoulder work.
    Jan Clark asked if we would be fixing Evenstad Road. Darin said yes, we will look at and fix.
    Pete Appleman asked about patrolman health issues and what our help situation was. It’s been hard as our part time help has been laid up with a non-work back injury. We should look at another part time employee to help out. We have a couple of contacts. Years past Amish have helped with pot holes. Maybe get them again.
    Pete Appleman wanted to know how much is seal coat per mile. $29-30,000. Last year was $26-27,000.
    Darin mentioned that thinking about our debt it may be time to raise the levy. Help out with town needs.
    Debt Repayment Committee- Fred Brandt, Joyce Smalley, Tamsen Morgan, Scott Mlsna. Working on how to pay off debt and still have good roads. Scot and Fred spend 2 days on East Bloomingdale Rd and Knapp Valley Rd mapping all the culverts. Good information to have when working on road repairs. 42 culverts on Knapp Valley Rd alone.
    2 bridges on Knapp Valley Road failing. One by Easterdays, the other by Kris Kirkeng. On scale of 1-5 they are 2. County is submitting a proposal for 90/10 cost share, with extra cost share gets down to 95/5. Each bridge probably around $750,000, we will pay $30-35,000. Quite a big savings. Probably a 2028 project, won’t know until year end.
    Pete Appleman asked about county replacing bridge on County Road P, wondered about traffic rerouting. Probably on Pa’s Road and East Bloomingdale, big trucks on Hwy 27.
    Steve Schmitz reminded that patrolman have to watch for fence posts among brush when mowing road ways.
    Jan Clark would like the budget summary on the website. It is on there already.
    2027 Annual Meeting:
    Motion to do it again on Saturday by Pete Appleman, date would be April 24 at 10am, 2nd by Fred Brandt; motion passed, no opposed.
    Spring Cleanup Saturday May 9th 9am-3pm.
