Town of Clinton Board Meeting

November 8, 2023

7:00 pm at the Town Hall, S1299 County Road D

Board Minutes

Meeting called to order by Chairman Leis at 7:01 pm:

Pledge of Allegiance:

Roll Call:

  • Chairman Corey Leis, Supervisor #1 Darin Von Ruden, Supervisor #2 Bill Stock, Town Treasurer Jan Clark, Town Clerk Lori Hemmersbach

Financial Report and Bills:

  • M/S/P: Von Ruden/Stock moved to approve the Financial Report. (3 ayes)
  • M/S/P: Stock/Von Ruden moved to approve the 11.9.23 transfer of $288.00 from Savings to Checking and the 11.9.23 transfer of $43,146.83 from Money Management to Checking and the transfer of $18,000.00 from Savings to Checking once the Shared Revenue comes in. (3 ayes)
  • M/S/P: Von Ruden/Stock moved to pay the bills, holding the payment to Jason Fortney Trucking (check #11145) and Mathy Construction (check #11149) until the Shared Revenue comes in. (3 ayes)
  • Banking documents for the Line of Credit at the Bank of Cashton that was M/S/P at the 11/1/23 Special Board Meeting signed by Chairman, Clerk and Treasurer.
  • M/S/P: Von Ruden/Leis to approve borrowing $40,000.00 from the Line of Credit. (2 ayes: Von Ruden/Leis; 1 nay: Stock)
  • M/S/P Von Ruden/Leis to pay the 2 bills being held, Fortney and Mathy. (2 ayes: Von Ruden/Leis; 1 nay: Stock)

Approve Minutes:

  • M/S/P: Von Ruden/Stock moved to approve the 10.10.23 Board Meeting Minutes as written and as published as a draft on the website. (3 ayes)
  • M/S/P: Von Ruden/Stock moved to approve the 11.1.23 Special Board Meeting Minutes as written and as published as a draft on the website. (3 ayes)

Public Comment:

New Mower Purchase:

  • Patrolman Sanders presented options for mowers and quotes. He emphasized the need for a safer, more suitable and sustainable mower for our tractor than the one currently used.
  • M/S/P: Von Ruden/Leis to purchase a 22’ mid mount Tiger arm mower base price $75,000 with additional upgrades of front pump and grill guard, hydraulic case drain and 60” rotary head, total approximately $82,179.00. (2 ayes: Von Ruden/Leis; 1 nay: Stock)

State Retirement Plan:

  • Darin spoke with George Wilbur from Whitestown as they have started participating. Township maximum match would be 8%, percent per percent of employee contribution.
  • Town of Stark has a different retirement plan. Backed by the State, but not part of the State. Corey asked if Lonnie could email the info he knew/had about it.
  • No action. Darin will further research.

2024 Budget:

  • Modified a few proposed numbers,
  • Clerk will update and get back to Board.

Budget Meeting and Levy Hearing Meeting Dates:

  • The Budget Hearing will be Thursday, November 30th 6pm at the Town Hall with the Special Town Elector Meeting to Approve Levy immediately following.

Site Permit Ordinance Review:

  • No action

Winter Driveway Plowing and Screening Sales:

  • Screenings will again be $150.00 per load
  • Plowing rates will be the same as last year, including half price for elderly (65+), handicapped, and Veterans.
