February 15, 2024

7:00 pm at the Town Hall, S1299 County Road D

Board Minutes

Meeting called to order by Chairman Leis at 7:00pm:

Pledge of Allegiance:

Roll Call:

  • Chairman Corey Leis, Supervisor #1 Darin Von Ruden, Supervisor #2 Bill Stock, Town Treasurer Jan Clark, Town Clerk Lori Hemmersbach

Financial Report and Bills:

  • M/S/P: Stock/Von Ruden moved to approve the Financial Report. (3 ayes)
  • M/S/P: Von Ruden/Stock moved to approve the 1.28.24 transfer of $1,500.00 from Savings to Checking, the 2.10.24 transfer of $2,000.00 from Savings to Checking, and the 2.16.24 transfers of $421,150.07 from Tax Collection Savings to Checking, $100,063.48 from Tax Collection Savings to Savings, and $41,000.00 from Savings to Checking. (3 ayes)
  • M/S/P Von Ruden/Stock to pay the bills. (3 ayes)

Approve Minutes:

  • M/S/P: Von Ruden/Stock moved to approve the 1.10.24 Board Meeting Minutes as written and as published as a draft on the website. (3 ayes)

Public Comment:

Matt Albright, Vernon County Zoning:

  • Shared that Vernon County is in the being stages of writing a Comprehensive Plan.
  • Survey coming soon from County. Matt will email link we can post on our website, also can be printed for anyone who prefers paper copy.

Advertise Rock and Seal Coat Bids:

  • M/S/P: Von Ruden/Stock moved to advertise Rock, Sealcoat, and Hot Mix wedging bids in the Episcope and give Lonnie Muller the advertising text. (3 ayes)

Diesel Fuel Contract:

  • Locked in at $3.10 per gallon.

Site Permit Ordinance Review:

  • Updated as decided in previous meeting
  • M/S/P to adopt 2020-1 Town of Clinton (Vernon County) Site Permit Ordinance amended January 11, 2024 as written. (3 ayes)

Culvert Inventory:

  • WisDOT is requiring inventory and inspection of culverts between 6 and 20 feet. Funding was included in the 2023-25 biennial State budget to accomplish this. More details will be learned at WTA District Meeting.

Wisconsin Towns Association BoR Training:

  • At least 2 officials need to take Board of Review Training yearly.
  • Lori will attend WTA meeting and Training 3/1 in Onalaska
  • Darin and Corey will register and attend also.
  • Bill will try to, depends on his morning schedule, but thinks he can.
