Town of Clinton Board Meeting

April 10, 2024

7:00 pm at the Town Hall, S1299 County Road D

Board Minutes

Meeting called to order by Chairman Leis at 7:00pm:

Pledge of Allegiance:

Roll Call:

  • Chairman Corey Leis, Supervisor #1 Darin Von Ruden, Supervisor #2 Bill Stock, Town Treasurer Jan Clark, Town Clerk Lori Hemmersbach was absent. After Roll Call, Chairman Leis asked Fred Brandt to record the Minutes since Town Clerk Lori Hemmersbach was absent.

Financial Report and Bills:

  • M/S/P: Stock/Von Ruden moved to approve the Financial Report. (3 ayes)
  • M/S/P: Stock /Von Ruden moved to transfer $25,000.00 from Savings to Checking to pay the bills. (3 ayes)
  • M/S/P Von Ruden/Stock to transfer $41,500 from Savings to Checking to pay-off the Line of Credit at the Bank of Cashton. (3 ayes)

Approve Minutes:

  • M/S/P: Stock/Von Ruden moved to approve the 3.28.24 Board Meeting SPECIAL SESSION Minutes as written. (3 ayes)

Public Comment:

Culvert Inventory:

  • A culvert inventory is no longer required for the Town of Clinton as the State of Wisconsin is taking over this requirement.

Town Truck Replacement:

  • Freightliner, International and Kenworth trucks are being researched with very stringent Order Acceptance timelines and short term build date commitments. Phone contact with the Mack Truck Sales Team is still pending.
  • The Kenworth build date has an additional disclaimer besides timing of the Order Acceptance, that any build date quoted is predicated on parts availability in the manufacturing supply chain.
  • All the researched trucks come with the Cummins engine.
  • In 2027, the cost of the engine will increase $25,000 to $30,000 due to additional EPA regulation requirements on exhaust emissions.
  • With a pending board final decision, it is very likely any truck delivery will be delayed till some time in 2025 or later.
  • The APPROXIMATE COST of each truck in the three truck choices, with some slight variations, is $143,000. In addition, the APPROXIMATE COST on the plows on each truck with some slight variations, is an additional $143,000.
  • All these costs are still under board review.

2024 Road Projects:

  • After reviewing the data from the 3.28.2024 Town Road Evaluation Tour, approximately $175,000 was allocated to Sealcoating, Wedging and Bar Sealing on Woods Ridge Road, Parker Road, Del Road from Shortcut Road to Irish Ridge Road, plus additional miscellaneous road repairs. Refer to the One Year and Two Year Road Plan documents on the website, for specific details.

Shop Overhead Doors Replacement:

  • Chairman Leis is contacting Vernon County about a possible 50/50 cost sharing opportunity for replacement of both shop overhead doors.

Miscellaneous:

  • Discussion about a yield sign on Wang Ridge. The town does not have any signs in current inventory so a request will be made to the county.

Annual Meeting: Saturday April 20, 2024 at 10:00 am at the Town Hall:

  • Meeting will be posted on the website calendar along with Current Notice 4.20.2024, in the Episcope and at the Town Hall display case.

Spring Cleanup May 11, 2024:

  • Current Notice 5.11.2024 will be posted on the website, along with a Cost for Disposal document and a General Information document.
