Town of Clinton Annual Meeting April 23, 2022
Annual meeting was called to order by the chairman at 10 am at the town hall with the pledge of allegiance. Veterans were recognized for their service. Bob Erickson made a motion to strike sentence from minutes referring to budget hearing, 2nd by Scot Sanders; motion passed by majority vote.
Over the past year, 7.5 miles of road were seal-coated and 7 bridge abutments reinforced. Fuel was contracted at $1.92 per gallon while contracting for screenings to be hauled saved $1,800. The two supervisors filled in at the Recycle Center when the assistant patrolman resigned; Paul Clark and others also assisted with road work until a replacement was found.
Wayne Leis made a motion to vote by show of hands, 2nd by Loren Schendel; motion passed.
Carla Leppert inquired about financing for the Irish Ridge Road project. With the grant approved for $1,249,700, the town’s portion will be $382,408.20; standard bidding process will be followed. Pete Appleman commended the board on their research and wondered about the time frame for completion; this will be determined by the engineer., but is most likely to take two years. More information should be available at end of month as a contract was signed with Central State Construction of Tomah the previous week.
Doug Ewing asked about the sloping requirements encroaching on private property; this was another matter for the engineer but the Amish community has expressed to the board this is not an issue as they are voluntarily contributing to expenses as well.
Loren Schendel spoke about the long-term advantages of a mat versus gravel or seal coat. Mr. Ewing noted that subsequent seal-coats to maintain the mat were not included in cost comparison.
Wayne Leis noted the support being shown by the Amish community. Vernon Yoder observed that the controversy over Irish Ridge Road has taken a toll on all while Larry Parr wished to express his appreciation for contributions the Amish have made to the community. Daniel Hochstetler encouraged everyone to live up to the golden rule and be thankful for the grant. Mr. Ewing emphasized his desire for repairs to this road for some time but was concerned that all options were not explored and requested the board share more information. The board noted research is done between meetings to keep them brief. Tammy Litsey inquired about lack of discussions at board meetings. Mr. Erickson noted the agenda is available prior and board may be contacted in advance.
Mr. Erickson made a motion, 2nd by Mr. Schendel, to authorize board to be hired at $20 per hour, including retroactive hours worked at Recycle Center; motion passed.
Wayne Leis made a motion, 2nd by Mr. Schendel, to approve grant for Irish Ridge and for board to proceed with project; motion passed unanimously. Motion is non-binding.
Lori Hemmersbach inquired about the recall of Chairman Leis; the clerk explained the process of circulating petitions and determining sufficiency. The recall is scheduled for June 14, 2022. Vernon Yoder commented on the Amish signatures gathered in support of the board which was read at the last board meeting.
Motion made and seconded to hold next year’s annual meeting on Saturday, April 22 at 10 am at the town hall; motion passed. Meeting adjourned at 11:10 am.
